For the purposes of fulfilling the powers and duties conferred upon the city manager
by the Mineral Wells Charter and applicable law, the city manager is authorized to
establish and maintain a Personnel Policies and Procedures Manual providing for key
policies, hiring and employment, pay and attendance, time away from work, health and
safety, employee conduct, employee insurance and retirement benefits, employee separations
and such other matters as determined by the city manager to be for the good of the
service.
